Project Overview

The Skills for Employability Inclusion and Productivity (SEIP) Project is a four-year initiative implemented by the Ministry of Labor and Social Affairs (MoLSA) of the Federal Government of Somalia. Funded by the African Development Bank (AfDB) through various funding sources—including AFD, TSF Pillar 1 & 3, and Global Climate Adaptations (GCA)—the project is dedicated to enhancing Technical and Vocational Education and Training (TVET) in Somalia.

The project seeks to address critical challenges in the labor market by improving access to quality skills training, harmonizing curricula, and strengthening regulatory frameworks to facilitate youth employability and economic growth.

Project Target Beneficiaries

The SEIP Project is being implemented in Mogadishu, with a primary focus on the rehabilitation and operationalization of the Industrial Vocational Training Centre (IVTC). By 2026, the project aims to train approximately 1,300 youth in a range of demand-driven skills, including basic agriculture, construction, ICT, renewable energy, and entrepreneurship

The project is particularly committed to gender inclusivity and social equity, ensuring that women, internally displaced persons (IDPs), ex-combatants, and persons with disabilities benefit from the training programs. The project also emphasizes strong partnerships with industry players, government agencies, and TVET institutions to ensure sustainability and relevance in skill development

Project programs

The main project target beneficiaries are female and male youth between the ages of 15 and 30. Positive discrimination will be ensured in the selection of trainees, with priority given to female youth, internally displaced youth, ex-combatants, and persons with disabilities. The project will be implemented in Mogadishu.
